Responsibilities

As a NONDESTRUCTIVE TESTER, WG-3705-11 , you will perform the full range of WG-3705-10 duties and responsibilities. Possess the knowledge and skills found at the journey level as well as those required for planning, accomplishing, and maintaining a functional shop maintenance program. Plan and lay out work to be accomplished in the shop, which is then completed by the incumbent and lower graded mechanic(s). Independently determine appropriate maintenance procedures such as how and when the work should be accomplished. If required (based on new Aircraft Gen 4 & 5 Aircraft), must be able to draw, design, test, write/re-write and perform new inspections in order to prepare AF form 22, AF Form 107's, and AFTO form 242's for submittal. May provide recommendations and input to the supervisor concerning personnel actions such as performance appraisals, awards, position descriptions changes, disciplinary actions, leave, etc. May serve as an Augmented Quality Assurance team member and preform personnel evaluations on other NDI technicians. Perform other duties as assigned.

    This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.

    AREA OF CONSIDERATION:

    Category 1: Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement.
    Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air)
    Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air).
    Category 4: Qualified current members of the Pennsylvania National Guard. (Army and/or Air)
    Category 5: Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard.
    Category 6: Individuals with Prior Service or No Prior Service who are willing to become members of the Pennsylvania National Guard.

    INDEFINITE: Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

    GENERAL EXPERIENCE : Experience or training which demonstrates the ability to set up and operate test equipment, use test apparatus to apply tests to material or products, record readings, observe and record established reactions, and classify according to defined categories.

    SPECIALIZED EXPERIENCE: Applicant must indicate at least 18 months experience or training in using ultrasonic and/or eddy current inspection techniques to observe, measure, and detect discontinuities and flaws. Experience classifying test results, identifying material deficiencies and recommending courses of action for items of equipment. Experience recommending engine components to be inspected and forwarding results to the appropriate authority. Experience performing scheduled inspections of testing equipment ensuring compliance with established technical regulations and procedures.

    KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

    - Knowledge of the following programs: TMDE, PCAMS, Equipment Custodian, Supplies Manager, Hazardous Waste Monitor, Hazardous Communication Monitor, Spill Prevention Monitor, FOD Monitor, Radiation Monitor, Technical Order Monitor, Precious Metals Monitor, and Training Monitor.

    - Skill in surveillance and troubleshooting techniques and has the ability to correctly analyze findings given the equipment and Technical orders at hand.

    - Ability to plan and accomplish a functional shop maintenance program is essential.

    QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
