The Department of Youth Services (DYS), under Massachusetts General Laws, Chapters 18A, 119 and 120, is the juvenile justice agency of the Commonwealth of Massachusetts. The Department's mission is to protect the public and prevent crime by promoting positive change in the lives of youth committed to DYS care and custody, and by partnering with communities, families, state and provider agencies toward this end. The Department accomplishes its mission through interventions that build knowledge, develop skills and promote positive change in the behavior of the youth in DYS care and custody.

The goal of DYS is to focus on youths' gradual reintegration back to the community as productive citizens. DYS works in partnership with provider agencies, law enforcement and school officials, families, communities and others to ensure that the services provided are effective and that they create pathways to success for the young men and women in DYS care and custody. By working in close collaboration with these entities, DYS can continue to help make communities better and safer places.

The Institution Maintenance Foreman is a single level classification. Incumbents of this classification oversee and coordinate the activities involved in the maintenance and repair of buildings and related structures; determine the need for repair or maintenance of buildings, related structures and/or building utility systems; and inspect work of contractors and maintenance staff. The basic purpose of this work is to manage both preventative and corrective maintenance of buildings and related structures to ensure the security, safety, cleanliness and functionality of state facilities.

The Institution Maintenance Foreman primary duties include, but are not limited to the following:

* Oversees and coordinates the activities of workers engaged in the maintenance and repair of buildings and related structure at a state institution.


* Reports directly to the Facility Director and works closely with the individual holding that positon to prioritize facility needs, maintenance requirements, facility upgrades, large scale project development and budgetary compliance.


* Inspects buildings, related structures and/or building utility systems; notes hazardous conditions; and establishes work priorities based on safety and security requirements and the operational needs of the facility.

* Determine the need for and acquires supplies, materials and equipment required to perform assigned work; solicit bids and/or quotes for needed repairs, maintenance or equipment.
* Maintains records and provide information to superiors concerning work progress, work completed costs, problems encountered, equipment and material used, employees' time and attendance, and to make recommendations concerning assigned activities.
* Inspects work in progress and completed work to verify adherence or compliance to specifications and standards.
* Supervise work of maintenance staff and contractors and/or vendors to verify that daily work assignments and special projects are completed within delegated timeframes and budgetary guidelines; adhere to specifications and standards.
* Ensure contractors/vendors tools and materials are accounted for while working in the building and that they are accompanied while performing maintenance duties in the facility.
* Inspects or directs the regular inspection of the facility and grounds to determine needs for maintenance/repair and prioritizes heath, safety and security needs; including but not limited to the proper functioning of gates, locks, windows, ventilation, plumbing, cooling and heating systems.
* Supervise and train committed residents who are participating in the vocational program.
* Respond to maintenance emergencies on an on call basis 24 hours a day.
* Must be able to physically retrain acting out youths
* Other assigned duties as required.

Skills/Abilities needed for the position of Institution Maintenance Foreman:

* Knowledge of various building maintenance trades, including the terminology used in such trades as carpentry, painting and masonry.
* Knowledge of the types and uses of equipment and materials used in building maintenance and repair work.
* Knowledge of the safety practices and procedures followed in building maintenance and repair work.
* Knowledge of the standard preventive maintenance procedures followed in connection with building structures.
* Knowledge of the types and uses of small and tools such as pliers, chisels, hammers, etc.
* Knowledge of the methods of preparations of wood, metal, cement and other materials and surfaces for painting.
* Knowledge of the principles, practices and techniques of supervision.
* Skill in using small hand tools such as pliers, hammers, screwdrivers, wrenches, etc.
* Skill in using hand-held power tools such as drills.
* Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training and motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.
* Ability to follow oral and written instructions.
* Ability to give oral and written instructions in a precise, understandable manner.
* Ability to read and interpret documents such as plans, blueprints, specifications, drawings, job layouts and schematics.
* Ability to understand, explain and apply the policies, procedures, specifications, standards and guidelines governing assigned unit activities.

This is a Civil Service position. If there is no Civil Service list for this title, employees appointed must take and pass the next Civil Service examination when administered.

Hours to be Worked: 40

Shifts: 8:00 AM - 4:00 PM

Days Off: Saturday & Sunday

Minimum Entrance Requirements:

Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in building maintenance, repair and/or construction or in a building construction trade, and (B) of which at least one year must have been in a supervisory capacity.
