General Statement of Duties and Responsibilities:
The is required to provide responsible, technical advice and oversee the technical aspects of the Citys water distribution system. The Primary Operator advises, gives direction, and provides oversight to the Water Foreman on the technical details to ensure the successful completion of work performed on the distribution system.
Works under the direct supervision of the Director of Water and Sewer and/or their designee.
Employee, as a regular and continuing part of the job, is accountable for the quality and quantity of work done by subordinates (Head Water Meter Technician) and assures the accomplishment of the assigned work in the prescribed manner. Supervisory functions typically consist of most of the following: plans, schedules and coordinates work operations to meet schedules, deadlines and priorities; revises work schedules to meet changes in workload or availability of manpower; recommends and justifies to higher levels of management changes in the organization of work, work methods or assignment of functions to positions that may affect staffing patterns, costs, work standards, etc.; assigns work based on varying capabilities of employees; assures that completed work meets the required standard of quality, timeliness and cost, taking corrective actions as necessary, including rejecting the work; oversees attendance and leave, typically including approval of ordinary sick and vacation schedules; advises employees of performance requirements; gives advice and instruction on both administrative and work matters; informs subordinates of organizational policies, goals and procedures; has substantial responsibility for technical soundness of subordinates work.
Duties and Responsibilities:
Responsible for successful operation and management of distribution system
Ensure Citys compliance with applicable state regulations, inducing but not limited to 310 CMR 22.00 et seq.
Ensure delivery of safe drinking water at all times by complying with Massachusetts Drinking Water Regulations
Inspect distribution system daily
Oversight of testing, flushing, cleaning and disinfecting distribution system when necessary
Assist in maintenance of water distribution maps, sample locations, and disinfection process
Responsible for the safe collection and transport of water samples in compliance with all Environmental Protection Agency and State DEP safe drinking water regulations.
Participate in conduct of sanitary surveys
Assist in the completion and submittal of Annual Statistical Report
Assist in the completion of the annual Consumer Confidence Report
Notify MassDEP of violations and issue public notices as necessary
Be present during system repairs and maintenance/oversee repair and maintenance performed by other Water Department staff and contractors
Assist in the update of preventive maintenance schedules, operation and maintenance plans, emergency response plan and other plans as required
Troubleshoot equipment, water quality/quantity problems and direct corrective actions as needed
Troubleshoot causes of water quality complaints and respond to consumer complaints in a timely fashion
Maintain a log of quality complaints
Maintain awareness of changes in drinking water regulations
Attend training as needed to maintain certification renewals
Accompany regulatory agencies during on-site inspections
Develop, maintain and keep up to date a public water system standard operational and maintenance manual
Ensure annual Emergency response Program training is completed
Report emergencies to MassDEP and Board of Health within specified time frames
Responsible for management and oversight of backflow prevention systems
Knowledge of management principles
Ability to analyze information and data
Skill with computer programs applicable to job.
Ability to exercise proper professional and technical judgment.
Comply with all related Federal, State, City and Department policies and procedures as related to Water infrastructure.
Occasionally lift, move, push, pull, and/or carry up to 50 lbs.
Balance, stoop, bend and crouch; reach and handle tools with both hands to demonstrate or train employees.
Work under varying weather conditions.
Perform the duties of this job description for scheduled and unscheduled overtime.
College Degree and five (5) years experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
Must possess and keep current, a Massachusetts Grade D4 in full Water Operators License.
Must possess and keep current, a Massachusetts Backflow Prevention Testers License.
Must possess and keep current, a Massachusetts Backflow Survey License.
Must possess and keep current a valid Commonwealth of Massachusetts Class D Drivers License.
Must have a responsible driving record.
